Comments: This is the third time in just over 3 years that the present owners have applied for change of use from licensed premises to residential dwelling. The two previous applications were refused, and I can see no new grounds for approving this third-time-lucky try-on. The application remains contrary to policy S29 of the council's local plan. This application would remove a valuable local facility that has a very real potential future - several individuals or groups have expressed serious interest in buying and refurbishing the pub in order to run it as a going concern. The village and its surrounding area would welcome its re-opening, and would support it, as you can see from the mass of submissions on this and the previous applications. It has always been an important social hub, and, with its central location, has also been an centre for bringing the villagers of Sibford Ferris and Sibford Gower together, providing a unifying element to the otherwise sometimes separate villages. The pub would also provide useful additional local employment - quite apart from any other opportunities, I have 3 student children, all of whom would welcome part-time / temporary work there. Finally, the applicants have done their best since buying the Bishops Blaize to ruin an important village facility, to leave it derelict in an attempt to force the council's hand, and to profit from a change to residential use. It is contrary to the wider public interest to encourage such behaviour by allowing it to succeed.
