Comments: 1. I have known Mr J Smith of J S Auctions for over 12 years. He is a thoroughly trustworthy man who runs an efficient business in a considerate way. As I understand it, he may have inadvertently transgressed the planning regulations in respect of the original application for Cotefield Farm but that is no reason to refuse this latest application, which should be judged on its merits. 2. The merits of the Application include the fact that unemployment in Banbury is increasing and JS Auctions provides direct employment for its staff as well as and indirect employment for a number of Antique Dealers and other traders. Moreover, there is a need to conserve historic items and to reuse other materiel wherever possible. Agreeing to the Application would also minimise the business's carbon footprint, by allowing storage and sales from the same site, and facilitate the disposal of a wider variety of goods so removing the need to resort to landfill. 3. The site at Cotefield Farm is out of town and has no impact on Town centre congestion. Similarly it provides good access for both buyers and sellers and there is ample, safe, parking for loading and unloading. Lastly approving the Application would present no new visual or other environmental impact on the surrounding area as there is already a Garden Centre nearby, and the barns have been used for storage for many years.
