As I stated at our meeting, we are only seeking approval for the highway works relating to the A41 junction within this application. The application submitted accords with the In-Principle highway works plan (1546/GA/902) of the Section 106 Agreement. As far as we are concerned the "gateway entrances" symbol on the Parameters Plan within the Design Code relates to the broader treatment of the entrance to the site, and does not require anything specific within the highway land itself. The symbol should not be read as requiring a gateway feature within the centre of the highway or within highway land. The gateway will be formed by appropriate development frontages onto the highway, landmark buildings (see table page 112, landmark C) within development plots and appropriate landscaping in front of buildings as required by the Design Code. Those development plots will of course require reserved matters approval, where compliance with the Design Code will be required, otherwise you can of course refuse planning permission. Landscaping will be required in front of the commercial buildings as indicated on figure 4.28 (Section X-X) of the Design Code (page 151), so combined with existing/improved landscaping to the boundaries of the site with the A41, there will be adequate landscaping adjacent to this gateway. Road surfacing (Primary Street) is defined within the Code (mandatory) see table 3.15 (page 53) and "streetscape" table page 114. We will submit, in due course a landscape scheme for the public right of way which crosses the spine road in this location, as part of the structural landscape scheme for the areas adjacent to the education campus (area SL21; refer to my letter to Jenny dated 17 December, plan drawing number DFD/BIC/SL/L1). There would be adequate space within the landscape area adjacent to this junction to provide for a landscape feature and/or public art if appropriate. Such a scheme will not be ready however prior to your deadline for determination of this matter. This matter should not however hold up determination of the current application. With the above in mind, we would be pleased if you could determine the application as submitted, as we do not consider the application contrary to the requirements of the Design Code.
